Each popcorn kernel has a drop of water in it. As the kernels are heated up, the water expands and builds up pressure - when this pressure is too much for the fleshy (starchy) part of the kernel, it forces its way out and bursts the popcorn kernel open - turning it inside out

Some kernels will dry out before you try to pop them - and if the water in them dries out then no internal pressure can be created. If there's no internal pressure then it won't pop
